Council Highlights October 11, 2022

Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, October 11, 2022:


Mississippi Valley Conservation Resolution of Support for Services & Programs
Council passed a resolution to indicate its support for the continued delivery of Category 2 and 3 programs by Mississippi Valley Conservation Authority (MVCA) subject to the City of Ottawa’s continued support.

Conservation Authorities have 3 categories of programs and services:

Category 1: Mandatory programs and services in accordance with Conservation Authorities Act. These programs and services are allocated through a levy or a benefit-based apportionment method to municipalities within the watershed.

Category 2: Municipal programs and services provided on behalf of municipalities under a memorandum of understanding or agreement such as septic approvals/ inspections or planning reviews. These services or programs are cost recovered through user fees, grants and a special levy allocated to the participating municipalities.

Category 3: Programs and services that are advisable to provide that further the purposes of the Act such as stewardship and education programs. These services or programs are cost recovered through user fees, grants and a special levy allocated to the participating municipalities.

Bylaws:
The following by-laws were passed by Council: Private Road Name Signs Policy By-law provides for cost of road name signs on private roads to be covered by the Township.


Zoning Amendment By-laws for
• 198 Kerr Road to recognize a reduced lot size
• 939 Drummond Concession 1 to permit a garden suite
• 3787 County Road 43 to recognize groundwater issues

Council Highlights September 27, 2022

Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, September 27, 2022:

Annual Accessibility Update
The Ontarians with Disabilities Act, 2001 (ODA) mandates that each municipality in the province prepare an annual accessibility plan to identify, remove and prevent barriers to provide full participation in all aspects of life for people with disabilities. The municipal accessibility plan is a tool through which the Township monitors its progress in removing or reducing barriers and outlines a strategy for the barrier mitigation for the next year. The annual accessibility update reports to Council on actions taken to remove barriers in 2022. It was noted that the reconstruction of a new hall in Ferguson’s Falls will address several accessibility issues that were identified for the old hall.

Amendments to Tariff of Fees
Council approved new fees for septic permits and inspections which the Township will be responsible for starting October 1, 2022. Other increases in fees are:

Marriage Licence -  current $100.00, new $130.00
Additional Recycling Box- current $8.00, new $10.00
Composter - current $40.00, new $45.00
Property Identification Signage -  current $70.00, new $100.00
Road Closure Deposit (survey included)- current $4,000, new $6,000

Council Highlights September 13, 2022

Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, September 13, 2022.

Compensation for Beaver Removal
The compensation for beaver removal was increased from $75 to $100 per beaver and mileage was increased to match the current Township mileage plus $.10 per km.

New Office Server
Council authorized the upgrading of the current office server at a cost of $56,000 and costs of the annual fees.

Municipal Access Agreements
Council passed a bylaw to delegate to staff the authority to enter into Municipal Access Agreements with broad band providers for the installation of internet cable in municipal road allowances.

New Treasurer
Council appointed Angela Millar as the new Treasurer to replace Linda Van Alstine who retired in July. Angela has extensive municipal experience. Most notably in the Township of North Frontenac and as the Treasurer for Tay valley Township and most recently for Mississippi Valley Conservation Authority.

Council Highlights June 28, 2022

Here are the highlights from the Township of Drummond/North Elmsley Council meeting held on Tuesday, June 28, 2022.

Emergency Response Plan
Council approved a new Emergency Response Plan. The new plan was converted to the Provincial Incident Management System (IMS) that provides standardized organizational structures, functions, processes and terminology for use at all levels of emergency response in Ontario. IMS addresses the need for coordinated responses to all types of incidents. IMS is an internationally recommended practice that has been adopted by the province. It guides how personnel, facilities, equipment, procedures, and communications may be coordinated during an incident.

Employment Bylaw Changes
The Employment By-law was amended to update statutory holidays, vacation entitlements, clothing allowances and other housekeeping changes to update the Bylaw with current legislation.

Building Inspector Appointment
Rick Patterson was appointed as a Building Inspector and Property Standards Officer.

Ferguson’s Falls Community Hall Rezoning
The Township recently purchased an abutting property to the community hall. A rezoning bylaw was passed to harmonize the zoning on both lots to institutional use.

Noxious Weed Spraying
Council authorized staff to spray noxious weeds in municipal roads allowance upon receiving an order from the Lanark County Weed Inspector.

Vote by Internet, Telephone, or Paper Ballot

Only a couple of weeks to go until the 2022 School Board Elections!

There are 3 ways to vote (you can only vote once):

If your name is on the voter’s list, you will receive a “Voter Information Letter” by mail at the beginning of October. It will have your voter PIN number and instructions on how to vote by internet or by telephone.  You can vote in person using a paper ballot on Election Day.  The Voter Information Letter will include the times and location for voting by paper ballot.

Internet and telephone voting begins on Monday, October 17, 2022, at 8:30 a.m. and continues until 8:00 p.m. on Monday, October 24, 2022 (Voting Day).

Voting by paper ballot will be held on Monday October 24, 2022. At the Perth Civitan Hall 6787 Lanark County Road 43 from 10am – 8pm for both Drummond and North Elmsley Wards.

Canoe Launch Closed in Ferguson’s Falls

Please be advised that the canoe launch at Ferguson’s Falls Community Hall is closed now closed to accommodate the construction of a new Community Hall. The canoe launch will reopen when the new facility is completed in late spring.

Effective October 1, 2022, the Township of Drummond/North Elmsley will take over the responsibility for septic inspections from the Leeds, Grenville and Lanark District Health Unit. Township residents will be able to apply for the septic permits at the Township Office.

Ferguson’s Falls, ON - On September 16, 2022, Members of Council joined community residents and representatives from RK Porter General Contracting Inc. to break the ground for the new Ferguson’s Falls Community Centre. The new hall will be completed in 2023.
